Appended to a draftMode repo’s spawn prompt and PR-open steers. Agent-facing, NOT i18n’d. The reconcile service (draft-reconcile.ts) is the backstop that promotes drafts once signed off; this note is the primary, best-effort signal so the agent opens it correctly up front.
